Registered sex offender arrested in connection with child abduction


A person is guilty of criminal sexual conduct in the first degree if they engage in sexual penetration with the victim and any of the following are also true.

A 53-year-old registered sex offender has been arrested in connection with the Thursday abduction of a child, according to Guam Police Department Sgt. Paul Tapao.

Paul Santos Mafnas Jr., who was convicted of criminal sexual conduct and kidnapping in 1999 after several girls were abducted from bus stops and raped, was arrested Saturday on suspicion of:

  • kidnapping;
  • first-degree criminal sexual conduct;
  • second-degree criminal sexual conduct;
  • felonious restraint;
  • unlawful restraint;
  • use of a deadly weapon in the commission of a felony;
  • reckless conduct;
  • indecent exposure;
  • terrorizing; 
  • assault with the intent to commit criminal sexual conduct;
  • and child abuse.
